Above the Law? Above the Law?

TCS Daily article "Above the Law?" asks the question I have been asking, Why does Congress think that it is above the law (in the Wm. Jefferson matter)? It goes on to point out that the Republicans took Congress a decade ago with the Contract with America - and the first was that: "all laws that apply to the rest of the country [should] also apply equally to the Congress". And this is an example where they are demanding special treatment.
