TCS Daily - Feeding the Trolls and the Goats is an interesting look at some possible changes to the patent system. I am not sure I agree with all of them, but I am heartened by hiring an additional 25% patent examiners. The problem is that it takes a couple of years for the new examiners to really become productive.
